When a garrison is still owned by an admin, no.
However, when a garrison holding a few or a lot of crystals gets captured, crystals are then given to the captor(s) and the garrison turns into a regular outpost with 0 (zero) control tick which, yes, can be nuked.

Nothing controlled by the admin can be Nuked. This includes Relics, Garrisons Mines, wells and Wreckages.
