You must be the leader of the alliance or one of the appointed ministers.

Considering Korupt has for once made an unclear post, I'll clear it up

You need to be either the leader of an alliance or one of the ministers to be able to mark other alliances as friendly or hostile. If you are the leader or a minister, you can go to the community tab and then to the alliances tab where you can click on any alliance to set your relationship to them.

Purpose of it is to notify your alliance members whom to attack. You can send attack to a player who is marked friendly. It doesn't do anything more then marking.

only you and your alliance members can see that, who is Blue (friendly), who is Red (Hostile), who is Pink (mark a specific alliance and its territory) or who is Yellow (Neutral)..

all this is done after talking to main alliance leaders that what they will consider you?
