It could have been worse...in a different configuration they may have even won the round with a pathetic move like this.
Relics must be reachable at all times from land, otherwise people get an unfair advantage. The way the faulty BD mechanics work, you can simply get people to put units on the relic, kick them, add other people to the alliance, kick them again, until you will have 20-30 different armies sitting on one relic and all defending it at the same time.
On Kong we actually have the rule (or had, ask Tom) that you can not move your relics out of reach of land for longer than 100 ticks.. Or something to that effect.
